Is there ever an instance where contact lenses or glasses will not work for a vision problem and therefore the only solution is surgery.
Obviously not including blindness...

Yes. One exaple is cataracts. Everyone will get cataracts if they live long enough. The only way to solve the blurry vision is to remove the cloudy lens and replace it with an artificial one. That is just one (and the most common) example.
